記者（共同通信・杉山）： 共同通信の杉山です。柏崎刈羽原発について伺います。再稼働直後のトラブルで原子炉を停止させた東京電力、柏崎刈羽原発6号機について、東電は本日、原子炉を9日に再起動すると発表しました。警報トラブルは設定ミスが原因だったと特定したことを踏まえた判断と見られますが、こうした東電の方針、判断の妥当性について政府のご見解をお願いします。また、これまでも会見で副長官は再稼働に当たっては安全性の確保と立地自治体の関係者の理解が大前提だと述べられてきましたが、今後3月18日に予定しているという営業運転開始に向け、政府として東電に求める対応があれば併せて伺います。

官房長官： はい。えー、東京電力は先月21日に柏崎刈羽原子力発電所6号機を起動したが、引き抜き操作中に制御棒を監視する警報が発報したため、23日にプラントを計画的に停止しました。その後の点検と調査によって、制御棒の駆動装置の部品の設定が警報の原因であることを特定し、設定を変更した上で全制御棒の動作を確認したため、来週9日に再度原子炉を起動する旨、先ほど発表したところと聞いています。 この東京電力の対応については、現地で確認しつつ進められているものと承知しています。東京電力においては引き続き原子力規制委員会による監視の下、安全最優先で作業を進めていただきたい。 後段のお尋ねでありますが、まず事業者たる東京電力は、電力事業者、原子力事業者として安全に対する高い意識を持って自律的かつ継続的に改善に努めていくこと、関係者の皆様の声に真摯に向き合い、丁寧な説明を行うことが強く求められているものと認識しています。また再稼働に当たっては、安全性の確保と立地自治体等の関係者の皆様のご理解が大前提と認識しています。 政府としては、県民の皆様に対する十分かつ丁寧な説明、情報発信、原子力防災体制の更なる充実・強化、私がチーム長を担い先月22日に開催した監視強化チームによる東京電力のガバナンス強化、柏崎刈羽原子力発電所の安定的な運営の実現等を通じた県民の皆様の安心の向上などに引き続き取り組んでまいりたいと考えております。以上です。

記者（北海道新聞・小林）： 北海道新聞の小林です。明日2月7日の「北方領土の日」について伺います。北方領土返還に向け、ロシアとの交渉再開の展望をどう描いているのか、改めて政府の見解をお聞きします。また内閣府が2024年に公表した世論調査では、ロシアによる不法占拠が続いている現状を「知らない」とする回答が3割超、「返還運動に参加しようと思わない」が6割ほどに上っています。「北方領土の日」の制定の狙いにあるように、北方領土問題に対する国民の関心と理解をどのように深める考えか、世論調査ではなぜ関心が低いのかという理由と併せて伺います。加えてですね、あの、明日の北方領土返還要求全国大会に、高市総理が出席するかも確認させてください。

官房長官： はい。えー、北方領土問題は日ロ間の最大の懸案であり、政府の方針は、北方四島の帰属の問題を解決して平和条約を締結することであります。ロシアによるウクライナ侵略によって日ロ関係は引き続き厳しい状況にありますが、事態の打開に向けてロシア側と粘り強くやり取りを続けていきます。 また北方領土問題の解決には国民の理解と関心が不可欠であります。ご指摘の世論調査では若年層の関心が相対的に低い結果となっており、これは若年層における普及啓発が十分に行き届いていなかったこと等が要因として考えられます。 そうしたことも踏まえ、特に若い世代の関心喚起および理解促進を図るため、引き続き、船泊（せんばく）・択捉（えとろふ）の利活用、北方領土隣接地域への修学旅行誘致、SNS等の情報発信を進めるなど、国民世論の啓発等にしっかりと取り組んでまいりたいと考えています。なお、お尋ねの北方領土返還要求全国大会への高市総理の出席については調整中であります。以上です。
