NHK（小野氏）： NHKの小野です。よろしくお願いします。大雪と気温上昇について伺います。東北や新潟では平年を大幅に上回る積雪となっていますが、今日の午後は各地で気温が上がり、北日本から北陸では3月並みまで上がると予想されています。融雪による雪崩や落雪などに十分な注意が必要な状況だと思いますけれども、政府としてどのような点に注意をしてほしいのか、呼びかけがあればお願いします。
官房長官： はい。本日はですね、日本付近は高気圧に覆われて、3月並みの気温になるところもあると予想されているところであります。これにより雪が、まあ大変緩みやすくなっておりますため、屋根からの落雪や雪崩にも十分注意して行動いただくようお願いを申し上げたいというふうに思います。また軒先で作業する際は頭上の状況を確認する、さらに過去に雪崩が発生した斜面や積雪に亀裂やしわが入っている場所には近づかないなどの、こういう注意をぜひお願いをしたいというふうに思います。 ただですね、あの今週末は再びまとまった雪が予想されておりまして、警報級の大雪となる恐れがあります。積雪の多くなっている地域では安全に十分留意していただきまして、雪かき、雪下ろしなどの活動に当たっていただきたいと思います。除雪作業を行う場合は必ず複数人で安全に留意しながら作業を行っていただきまして、ヘルメットや命綱の着用など安全対策を徹底して行っていただくようお願い申し上げたいというふうに思います。

共同通信（杉山氏）： 共同通信の杉山です。人口の一極集中と地方創生について伺います。総務省が昨日発表した2025年の人口移動報告では、転入者が転出者を上回る「転入超過」に関し、東京都で最多の約6万5千人の一方、40道府県は人口が流出する「転出超過」となり、依然として東京一極集中の傾向が続いていることが浮き彫りになりました。東京への転入では10代や20代の若い世代が突出しており、進学や就職を機に転入する若者が目立つ形となりました。今回の結果の受け止めと、今後政権としてどう若い世代に地方での活躍の場を作っていくお考えか、政府のご見解をお願いします。
官房長官： はい。総務省が昨日ですね、公表した住民基本台帳人口移動報告によりますと、2025年の東京都の転入超過数は約6.5万人で、前年からは約1.4万人減少、東京圏で見ると転入超過数は約12.4万人で前年から約1.2万人減少したというところであります。転入超過数は4年ぶりに、縮小になったわけでありますが、ただ依然として東京圏への人口の集中の状況は続いておりまして、引き続きその是正に向けた取り組みを進めていく必要があると受け止めているところであります。 東京圏への転入超過の大半を占める若者や女性にも選ばれる地域を作っていくということが大事でありまして、その地域に魅力的な職場を創出するなど地方経済を発展させるということがこのためにも不可欠、不可欠だろうというふうに考えています。 高市政権としてはですね、この夏までに「地域未来戦略」という新しい地方創生のための戦略を策定することとしておりまして、責任ある積極財政の考え方の下で、戦略的に地方経済の活性化のための取り組みを進めていきたいというふうに考えています。この戦略の中ではですね、大胆な投資がさらなる投資を呼んで、地域の皆様には手取りが増え、質の高い教育が受けられるといった目に見える形で着実な変化を実感していただけますように、地域ごとの産業クラスターの形成とか、地場産業の付加価値向上と販路開拓の支援など、経済の取り組みに重点、経済活性化の取り組みに重点を置いた様々な取り組みをスピード感を持って進めていくこととしたいというふうに考えているところであります。 他方ですね、国際都市としての東京の活性化もこれも非常に重要な課題だろうというふうに思います。東京都とも対話を行いながら取り組みを進めてまいりたいというふうに考えてます。いずれにしても高市政権として、都道府県としっかり連携していきながら、以上の取り組みを進めていきたい、そう考えています。

The 2025 population movement report released yesterday by the Ministry of Internal Affairs and Communications showed that Tokyo had the highest "in-migration" (approximately 65,000 people), while 40 prefectures had "out-migration" (a population loss). This highlights the continuing trend of population concentration in Tokyo. Among those moving to Tokyo, those in their teens and twenties were prominent, with a notable number of young people moving to the region for further education or employment. I’d like to hear your thoughts on these results and the government’s views on how the administration plans to create opportunities for the younger generation to thrive in regional areas.
Chief Cabinet Secretary: Yes. According to the Basic Resident Register Population Movement Report released yesterday by the Ministry of Internal Affairs and Communications, the number of people moving into Tokyo in 2025 will be approximately 65,000, a decrease of approximately 14,000 from the previous year. Looking at the Tokyo metropolitan area, the number of people moving into the region will be approximately 124,000, a decrease of approximately 12,000 from the previous year. This is the first decrease in the number of people moving into the region in four years, but the concentration of population in the Tokyo metropolitan area continues, and we recognize the need to continue working to correct this. It is important to create regions that are popular with young people and women, who account for the majority of those moving into the Tokyo metropolitan area. I believe that developing local economies, including by creating attractive jobs in those areas, is essential to this end. The Takaichi Administration plans to formulate a new regional revitalization strategy, known as the "Regional Future Strategy," by this summer. Based on the philosophy of responsible, proactive fiscal policy, we intend to strategically advance initiatives to revitalize local economies. Within this strategy, we intend to expedite various economic initiatives, such as the formation of regional industrial clusters and support for increasing the added value of local industries and developing sales channels, so that bold investments will attract further investment, enabling local residents to see tangible, steady changes such as increased take-home pay and access to high-quality education. Meanwhile, I believe that revitalizing Tokyo as an international city is also a crucial issue. I intend to continue our efforts in dialogue with the Tokyo Metropolitan Government. In any case, the Takaichi administration intends to continue working closely with prefectures to advance the above initiatives.
