それでは、本日の役員会･役員連絡会の概要について報告いたします。
高市総裁からは、昨日の記者会見で申し上げたとおり、23日（金）に衆議院を解散する。
27日（火）公示、2月8日（日）投開票ということで、短期決戦となるが、党一丸となって戦い抜き、必ず勝利を収めたい。
「日本列島を、強く豊かに。」次の世代にこの素晴らしい国を引き継いでいくために、改革を断行していく決意である。
日本維新の会との新たな政権の枠組みと、予算策定方針の抜本的見直しや、「責任ある積極財政」で大きな財政政策の転換について、有権者の皆様から信任いただけるよう全力を尽くしたい。私も、先頭に立って戦っていく。
なお、選挙期間中も、国民の皆様の生命と暮らしを預かる責任与党として、危機管理には遺漏のないようによろしくお願いしたい。
麻生副総裁からは、選挙について、皆で協力して頑張ってまいりましょうとの話がありました。
私（鈴木幹事長）からは、昨日、高市総理が衆議院の解散を表明された。政策の推進には安定した政治基盤が不可欠だ。この選挙で何としても勝ち抜き、政治の安定を実現しなければならない。
国民の皆様のご信任をしっかりと頂いた上で、来年度予算はじめ様々な政策をスピード感をもって進めていくことが重要と考えている。総理の決断の下、党一丸となって戦い抜いてまいりたいと思うので、役員各位のご理解とご協力をよろしくお願い申し上げる。
党大会については、3月15日（日）の開催を予定していたが、解散総選挙に伴い、運動方針など議案に関する議論の時間を十分に確保することができなくなるため、4月12日（日）に延期をさせていただきたいと考えている。
梶山国対委員長、磯﨑参議院国対委員長からは、通常国会の召集日と、スケジュールなどについて ご報告がありました。
松山参議院会長、石井参議院幹事長からは、22日（木）に参議院の比例議員を集め、衆議院選挙と知事選挙に関する打合せ会を開催する、参議院自民党として、全員の必勝に向け全力で応援していくとの決意が示されました。
また、秋田選出で無所属の寺田議員と統一会派を組む見込みとなり、最終的な協議を行ったうえで、参議院へ手続きを行う予定とのご報告がありました。
古屋選対委員長からは、高市総理による衆議院解散の表明を受け、1月27日の公示に向けて、現在、全力で選挙準備にあたっている。
都道府県支部連合会からの公認申請に基づき、明日（21日）、選挙対策本部会議を開催し、第一次公認を決定したい。
23日に衆議院が解散されたら、同日中に高市総裁から各候補に公認証を交付していただくよう準備を進めている。
長崎知事選について、今週22日に告示されるが、県内の政治状況が現職と新人に二分されていることに鑑み、党としては、この選挙の対応を「自主投票」と決めさせていただく、とのご報告がありました。
小林政調会長からは、政権公約については、総裁とも相談しながら鋭意作業中であるということ、21日（水）に、政調正･副部会長会議、政審、総務会と党内手続きを進めていきたいとのご報告がありました。
有村総務会長からは、総務会は、本日は案件がないため開催せず、明日21日（水）11時から臨時総務会を開催し、第51回衆議院議員総選挙政権公約案の審議等を予定しているとのご発言がありました。

【質疑応答】
Q.読売新聞です。
昨日、高市首相が23日召集の国会冒頭で衆院解散を正式に表明されました。
今後、候補者選考など党内の選挙態勢構築に向けて、具体的な手続きが本格化していくと思いますが、どのような思いで選挙戦に臨むお考えかお伺いします。
また、昨日、中道改革連合の綱領、基本政策が発表されました。
安全保障やエネルギー分野、憲法改正で立民、公明ともにこれまでの政策からの軌道修正も目立ちましたが、これらの基本政策に関して、どのように自民党として受け止め、対峙されていくか、お考えを伺います。
A.
選挙にどのような姿勢で臨むかということでありますが、極めて短期決戦という選挙になりました。
これまで、高市内閣が誕生してから臨時国会が開かれて、そして17.7兆円というかなり規模の大きな補正予算も組むことができました。
その中では国民の生活を守るということが、しっかりと書き込まれているということでございます。
短い期間でありますが、そうしたこれまでの実績、それから、これから総理が先ほど役員会でも述べられましたけれども、新たな政策転換、例えば「責任ある積極財政」ということで、従来の財政運営を大きく変える、あるいは「防衛3文書」の見直しをはじめ、防衛力・外交力の強化ということをしっかりやっていく。
こうした前回の参議院選挙の際の公約には盛り込まれていなかった高市総理の下での新しい政策の転換、こういうものをしっかりと訴えて国民の皆さんの理解を得られるように、そういう姿勢で選挙に臨みたいと思います。
それから中道改革連合の基本的な政策というものが昨日発表されたわけであります。
私も十分に詳らかではないので誤解があったら申し訳ないのですが、やはり随分、立憲民主党と公明党の主張、特に国家の運営に関わる基本政策、主に安全保障、平和安全法制、それからエネルギー、これも原子力発電所に対する考えといったものが違っていたわけですが、これを統一した結果を拝見いたしますと、随分と公明党の主張の方に寄っておられたと思います。
思えば立憲民主党の原点というのは、平和安全法制に疑義を持たれた枝野さんが立憲民主党というのを立ち上げた。
平和安全法制に対する違憲部分があるということ、それは直さなければいけないということ、それが立憲民主党のいわばアイデンティティでもあったのではないか、そういうものがあっさりと、十分な議論はされたのだと思いますが、変わってしまったということに、もともと立憲民主党におられた方々が本当に納得しているのかなという感じがいたしました。
原子力発電所の利用についても同様であります。それが中道改革連合の基本政策についての私の感想です。
Q.日経新聞です。
公明党との関係についてお伺いします。
自民党は昨年10月まで長年連立関係にあったわけですけれども、公明党さんが昨年10月に離脱し、今回、立憲民主党さんと新党、中道改革連合を立ち上げる運びになりました。
こうした動きを受けて、高市首相は19日夜の記者会見で「自民党の同志たちは公明党の支援を受けることができない」と述べられていました。
2月8日投開票の衆院選では、幹事長は与党で過半数をとるという勝敗ラインを仰っていますが、その中で公明党の支援が受けにくくなることの選挙戦への影響について幹事長のご見解をお伺いいたします。

選挙戦への影響というのは必ずあるのだと思いますが、どの程度影響を受けるのか、その程度については、やはりもう少し、どう経過していくのかを見なければ程度というものについては申し上げかねることでございます。
公明党が連立政権を離脱されたときも、もう26年ずっと一緒に与党を組んで政治活動をして、色々な困難がありましたけれども、それを乗り越えてきました。
ですから、この間、両党の絆といいますか信頼感の積み重ね、これは地方においては未だに継続しているのだと思っております。
従いまして、政権を離脱されて中道改革連合を作られたということでありますから、これは党レベルではもちろん選挙協力は出来ない。
選挙の協力のお願いということもできないわけですが、地方レベルにおいては先ほど申し上げました通りに、長年の関係の中で、信頼関係も積み上がり、強い絆も結んでいる、そういう地方もございます。
そういうところでは党レベルでは出来なくても、例えば候補者レベル、候補者の方がそれぞれの地域の公明党の県本部とか、そういうところにお願いをする、また協力を仰ぐ、こういうことはあり得るのだと思います。
個人レベルというとおかしいですが、公明党の方も人物本位で判断をするということも報道で知っておりますが、これはまさに長年における信頼関係がある人ということも人物本位の中に入ると思います。
党同士では選挙協力はもちろん出来ませんが、そうした候補者レベルでは色々なこちらからのお願いというのはあり得るのだと思います。それによって、先ほど言われた影響があるのかどうか、影響はあると思います。
しかし、その程度がどういう程度になるのかは、もう少し、推移を見なければ分からないと思います。
Q.共同通信です。
衆院選公約について伺います。高市総理は昨日の会見で、飲食料品について2年間消費税の対象としないことに言及されました。
自民党は直近の国政選挙で消費減税に触れてこられませんでしたが、幹事長の受け止めと、財源や金融市場への影響についてどのようにお考えか教えてください。
A.
今回、2年間にあたって食料品については消費税の対象にしないということでございます。
これは前回の参議院選挙では消費税について触れていないわけでありますが、その後、ご承知の通り、日本維新の会と連立を組むにあたって政策協議をいたしました。
その政策協議の中には、まさに昨日総理が発言なられたこと、多少表現は違うかもしれませんが、その政策合意に書かれた消費税に関することを述べられたのだと思っております。
この日本維新の会との連立合意のための政策協議の合意、これは党としても総裁一任ということであり、その枠内における、こうした公約に盛り込むということについては、政権が変わったわけですから何ら不思議ではないと思っております。
財源につきましては、昨日、総理も仰っておられますように、今後、設立される国民会議の中でも、これはもともと給付付き税額控除のことを主にやろうとしていたところでありますが、そこで議論しようということでございますので、その中で議論してしっかりとした財源手当てをするということになるのだと思います。
それから長期の金利が上昇しておりまして、これについては私も強く注視をしているところでございます。
金利というのは経済情勢、経済政策、あるいは国債をどれくらい購入するかとか、国債の発行政策にも関わるわけでありますが、いずれ市場において決定されるものでございます。注意深く見ていきたいと思います。
Q.テレビ朝日です。
日本維新の会との選挙協力についてお伺いします。高市総理大臣は昨日の会見で「与党で過半数を目指す」と明言されていました。
幹事長は先日ぶらさがりで「維新との選挙協力は基本的に行わない」と仰っていましたが、与党として議席を最大化すべく、どういった戦略で今回の選挙に臨まれるかお聞かせください。

日本維新の会の吉村代表もかなり早い段階で、選挙区調整は必要ないのではないかということを言っておられました。
私どももそういう思いをもっているわけでありまして、基本的に選挙協力は行わないというのは両党でしっかり腹合わせが出来ているということでございます。
しかし、原則ということでありますから、もちろん例外もあるわけでありまして、選挙区の事情によっては例えば自民党の公認候補はそこでは出さないですとか、維新の会からも応援をいただくとか、そういうことは選挙区によってはあると思います。
候補者調整をしないというのは、あくまでベースということであります。
Q.衆院青森1区についてお尋ねします。
1区は今回、津島淳衆院議員、江渡聡徳衆院議員によるコスタリカを解消することが決定しました。
これまでコスタリカの比例候補を登載順位で優遇することになっておりましたが、解消によってどのような対応になりますでしょうか。
幹事長は東北ブロックの会長を務めていらっしゃいますので、ご見解をお願い致します。

最終決定はまだ行われておりませんが、青森県連から今、お話しの通りのことが上がってまいりまして、江渡さんにおいては今までコスタリカということになっていましたので、1位ということになっておりましたので、それを前提とした青森県連からの申請であると、そういうふうに理解しております。
県連の申請でありますが、それはしっかりと踏まえて最終的には決めますが、その方向で進めていくことになるのだと思います。

I (Secretary-General Suzuki) stated that yesterday, Prime Minister Takaichi announced the dissolution of the House of Representatives. A stable political base is essential to advancing policies. We must win this election at all costs and achieve political stability.
Once we have firmly secured the public’s trust, I believe it is important to move forward with various policies, including next year’s budget, with a sense of urgency. Under the Prime Minister’s decision, we will work together as a party to fight to the end, so I would appreciate the understanding and cooperation of all party leaders.
The party convention was scheduled to be held on Sunday, March 15, but due to the dissolution of the general election, we will not be able to secure sufficient time for discussion on bills such as our campaign policy, so we have decided to postpone it to Sunday, April 12.
Chairman Kajiyama and Chairman Isozaki of the House of Councillors’ National Diet Affairs Committee reported on the convening date and schedule of the ordinary Diet session.

Yesterday, Prime Minister Takaichi officially announced the dissolution of the House of Representatives at the beginning of the Diet session, which convenes on the 23rd.
Going forward, specific procedures will begin in earnest to build the party’s election preparations, including candidate selection. I would like to ask what your thoughts are as you approach the election campaign.
Also, yesterday the Centre Reform Coalition’s platform and basic policies were announced.
Both the CDP and Komeito have made noticeable course corrections from their previous policies in the areas of security, energy, and constitutional reform. I would like to ask how the LDP will interpret and approach these basic policies.

As for your attitude toward the election, this has turned out to be an extremely short-term battle.
Since the Takaichi Cabinet was formed, an extraordinary Diet session has been held, and we have been able to compile a fairly large supplementary budget of 17.7 trillion yen.
It is said that protecting the lives of the people is firmly written into that budget.
Although it has been a short period of time, I would like to draw on these achievements to date, and as the Prime Minister mentioned at the executive meeting earlier, we will be implementing new policy shifts, such as a “responsible active fiscal policy” that will bring about major changes to conventional fiscal management, and will also steadily strengthen our defense and diplomatic capabilities, including a review of the “Three Defense Documents.”
I would like to run this election with the attitude of firmly advocating for these new policy shifts under Prime Minister Takaichi, which were not included in the campaign pledges for the last House of Councillors election, and gaining the understanding of the people.
Furthermore, the basic policies of the Center-Way Reform Coalition were announced yesterday.
I am not fully familiar with the details, so I apologize if I misunderstand, but the positions of the Constitutional Democratic Party and the Komeito Party, particularly basic policies related to the management of the state, mainly security, peace and security legislation, and energy, including views on nuclear power plants, were quite different. However, when I look at the result of unifying these policies, I think they are leaning quite heavily in favor of the Komeito Party.
If you think about it, the origins of the Constitutional Democratic Party of Japan (CDP) lie in the fact that Edano, who had doubts about the Peace and Security Legislation, founded the party.
The idea that there were unconstitutional aspects of the Peace and Security Legislation and that these needed to be corrected was, in a sense, the identity of the Constitutional Democratic Party. I believe this was discussed easily and thoroughly, but I wonder if the original members of the CDP are truly satisfied with the change.
The same goes for the use of nuclear power plants. That’s my impression of the Centrist Reform Coalition’s basic policy.

The LDP was in a coalition with the CDP for many years until October of last year, but Komeito withdrew from the coalition in October, and now the CDP and the Centrist Reform Coalition are launching a new party, the Centrist Reform Coalition.

I believe there will definitely be an impact on the election campaign, but I cannot say to what extent the impact will be until we see how things develop a little more.
Even when the Komeito Party left the coalition government, we had been together as the ruling party and engaged in political activities for 26 years, and although we faced many difficulties, we overcame them.
Therefore, I believe that the bond and trust that had been built up between the two parties over this time still continues in the regions.
Therefore, since the two parties have left the government and formed the Centre Reform Coalition, of course they cannot cooperate in elections at the party level.
While it is not possible to ask for cooperation in the election, as I mentioned earlier, there are some local areas where relationships of trust have been built up over many years and strong ties have been formed.
In such areas, even if it is not possible at the party level, I think it is possible for candidates to make requests and seek cooperation from the Komeito prefectural headquarters in their area, for example.
It may sound strange to say “at the individual level,” but I know from the media that the Komeito party also makes decisions based on character, and I think that this certainly includes people with long-standing relationships of trust.
Of course, parties cannot cooperate in elections with each other, but at the candidate level, I think it is possible for them to make various requests. I think that this will have the impact you mentioned earlier.
However, I think we will need to wait a little longer to know the extent of the impact.

The LDP did not mention a consumption tax cut in the most recent national election. What is your reaction to this as Secretary-General, and what are your thoughts on revenue sources and the impact on financial markets?

This time, food items will not be subject to the consumption tax for two years.
The consumption tax was not mentioned in the last House of Councillors election, but as you know, we held policy discussions afterwards in preparation for forming a coalition with the Japan Restoration Party.
During those policy discussions, I believe the Prime Minister mentioned exactly what he said yesterday, and although the wording may be slightly different, he mentioned the matters regarding the consumption tax that were written in the policy agreement.
The agreement reached in the policy discussions for the coalition agreement with the Japan Restoration Party is at the discretion of the party president, and I do not think it is surprising that such a policy would be included within that framework, given that there has been a change in administration.
Regarding funding, as the Prime Minister stated yesterday, the National Conference to be established, which was originally intended to focus primarily on tax credits with benefits, will discuss this issue there, and I believe that discussions will lead to adequate funding arrangements.
In addition, long-term interest rates are rising, and I am closely monitoring this.
Interest rates are related to the economic situation, economic policy, the amount of government bonds to be purchased, and government bond issuance policy, but they will ultimately be decided by the market. We will be watching closely.

I would like to ask about electoral cooperation with the Japan Restoration Party. Prime Minister Takaichi stated clearly in yesterday’s press conference that “the ruling party will aim for a majority.”
The Secretary-General recently stated in a hanging speech that “we will generally not cooperate with the Japan Restoration Party in the election,” but what strategy will the ruling party adopt in this election to maximize its number of seats?

Japan Restoration Party Chairman Yoshimura also stated at a fairly early stage that he did not believe electoral district adjustments were necessary.
We share the same sentiment, and both parties have fully agreed that, in principle, there will be no electoral cooperation.
However, this is a principle, and of course there are exceptions. Depending on the circumstances of a constituency, for example, an LDP-endorsed candidate may not be fielded there, or support may be received from the Japan Restoration Party.
Not adjusting candidates is merely the basic principle.
Q. I have a question about the House of Representatives Aomori 1st District.
In the 1st District, it has been decided to dissolve the Costa Rican proportional representation candidate represented by House of Representatives Members Jun Tsushima and Satoshi Edo.
Until now, Costa Rican proportional representation candidates have been given preferential treatment in terms of their running order, but how will this be addressed with the dissolution?
