広島県呉市の市立中学３年の男子生徒（１５）が下着を脱がされるなどのいじめで不登校
精神疾患を発症したと訴えたのに、学校が半年以上「重大事態」として扱わず第三者委員会の設置などの対応をしなかったことが分かった。
国の指針では被害者が申し立てた場合、学校は重大事態を前提に報告・調査するよう規定。
下着を脱がされる行為も重大事態として例示している。専門家は「対応が遅すぎる」と指摘している。
男子生徒、保護者の祖父らや県教委によると、男子生徒は１年生の時から同級生にシャツやズボンを破られるなどのいじめを受けていた。２年生だった２０１７年１１月下旬、３回にわたり、昼休みに教室で同級生４〜６人に床に倒され、手足を押さえられてズボンと下着を脱がされた。昨年４月下旬から一時不登校になり、同６月には不安障害と睡眠障害の診断を受け、現在も治療を受けている。
