国際免許を携帯せずに、人と接触する事故を起こしたとして、兵庫県警灘署は１６日、自動車運転処罰法違反（無免許過失運転致傷）とひき逃げの疑いで、
イスラエル国籍で住所不定、自称翻訳業の男（６２）を逮捕した。
「国際免許を持っていたが、イスラエルに忘れてきた。運転中にトラックと接触したが人とぶつかったかは分からない」などと話しているという。

道路運送法施行規則の通知義務違反です。
運転者が複数いる場合： 交代で運転する予定の人全員が、店舗で免許証を提示する必要があります。

そこには運転者の氏名、住所、そして運転免許証の種類と番号を記載しなければなりません。
これを確認せずに貸し出すことは、レンタカー会社の営業停止処分につながる重大な違反となります。
貸渡台帳は、事故を起こしたときに、担保となる為、原本提示が必須：
コピーやスマートフォンで撮った写真、マイナンバーカードなどでは代用できません（※一部、アプリを使った非対面サービスでも事前に免許証画像の登録と認証が必須です）。
不携帯の禁止： 運転中に免許証を携帯していないと、道路交通法違反（免許証不携帯）となります。
すでに、上記の状況だと貸渡台帳が公文書偽造ですね。
よって保険対象外です。
レンタカーの保険は、「貸渡契約書に記載された（免許を提示した）運転者」にしか適用されません。
提示せずに運転して事故を起こした場合、数千万円〜数億円といった賠償金がすべて自己負担です。
