内閣官房長官： はい。2月1日から大学入試の一般選抜が始まるなど、地域や学校によっては大学や高校などの入試日程と選挙期間が重なる中、各大学においてはご指摘のような対応をされており、これまでも文部科学省において各大学からの相談に丁寧に、応じてきたものと承知をしています。 公職選挙法では、学校等の周辺で選挙運動を行うにあたっては、静穏を保持するよう努めなければならないこととされています。 総務省においては、立候補届け出前の政党向け説明会で当該規定の趣旨を周知したところでありまして、合わせて各選挙管理委員会においても各地域の大学等からの要請に応じ、候補者等への周知を行っていると承知をしています。 各候補者、政党にはこの趣旨を踏まえ、それぞれの選挙運動において適切に対応いただきたいというふうに考えています。 詳細については総務省及び文部科学省にお尋ねいただきたいと思います。以上です。

共同通信記者（杉山氏）： 共同通信の杉山です。柏崎刈羽原発について伺います。 東京電力は昨日、再稼働後すぐ停止した柏崎刈羽原発6号機について、営業運転開始が当初計画の2月26日から遅れるとの見通しを示しました。 引き続き原因究明を続けるとのことですが、こうした現状への受け止めと、政府として東電に求める対応があれば教えてください。 また、地元住民の不安払拭や安全確保の取り組みについて改めて政府のご認識を伺います。

内閣官房長官： はい。東京電力柏崎刈羽原子力発電所6号炉では、21日の原子炉起動の後、引き抜き操作中の1本の制御棒について監視系の警報が発報する事案が発生したと承知しています。 この事案は放射能が漏洩する可能性があるような事象ではないものの、原因調査には時間を要する見込みであるため、東京電力において23日にプラントを計画的に一旦停止すべく、すべての制御棒を挿入し、該当部分の点検調査を行ってきたとの報告を受けています。 昨日の同社の会見では、原因調査に関して中間的な状況説明があった段階と承知をしておりまして、原因の推定や今後の予定について、現時点でコメントすることは差し控えたいというふうに思います。 いずれにせよ原子力規制委員会による監視の下、東京電力は安全最優先で作業を進めていただきたいというふうに思います。 で、後段のお尋ねでございますが、まず事業者たる東京電力は、電力事業者、原子力事業者として、安全に対する高い意識を持って自律的かつ継続的に改善に努めていくこと、関係者の皆様の声に真摯に向き合い丁寧な説明を行うことが強く求められているというふうに認識しています。 また再稼働にあたっては、安全性の確保と立地自治体等の関係者のご理解が大前提と認識しています。 政府としては県民の皆様に対して十分かつ丁寧な説明、情報発信、原子力防災体制のさらなる充実強化、私がチーム長を担い先週22日に開催した監視強化チームによる東京電力のガバナンス強化を通じた柏崎刈羽原子力発電所の安定的な運用の実現など、県民の皆様の安心の向上などに引き続き取り組んでまいりたいというふうに思います。以上です。

日経新聞記者（今井氏）： 日経新聞の今井です。首相官邸のホームページを装った偽サイトが複数確認されており、官邸のホームページでも注意が呼びかけられています。 改めて事実関係の確認と、政府の対応を伺います。

内閣官房長官： はい。1月23日、首相官邸ホームページを騙り、個人情報の入力を促すような偽サイトが確認をされました。さらに26日にも同様の偽サイトが確認されたところであります。 首相官邸ホームページを模倣して、誤った情報が拡散することは国民の皆様に混乱や誤解を与えかねず、看過できるものではないと考えています。 政府としてはそれぞれの事案に対しまして、国民の皆様が誤ってアクセスすることにより個人情報を盗まれるなどの被害に遭うことがないよう、首相官邸ホームページ及びXなどにおいて注意喚起を行うとともに、当該偽サイトが掲載されていたウェブ管理事業者に対して削除要請をしています。 さらに、ウイルス対策ソフト提供事業者に対して、偽サイトの情報を提供するなど、関係省庁が連携して対応しているところであります。 加えて、偽サイトに関する事案が相次いだことから、27日には首相官邸ホームページに注意喚起のための特設ページも開設し、今回発見された2件を含め、具体的な事例とともに注意事項を発信しているところであります。 なお、偽サイトで個人情報を入力した結果、詐欺的な電話がかかってきたという情報も寄せられているところでありまして、そのために国民の皆様におかれましては、今回は架空のプロジェクトへの投資を呼びかける内容でありましたが、そもそも「必ず儲かる」というような話は詐欺であるということ、また首相官邸ホームページにおいて個人の氏名や電話番号等の情報を入力を求めることはない、ということから、このようなことが記載されたサイトにはくれぐれもご注意いただくとともに、少しでも怪しいと感じたら迷わず警察をはじめとする関係機関や周りの方にご相談をいただきたいというふうに思います。以上です。
