２３日午後０時３０分ごろ、沖ノ鳥島（東京都小笠原村）から東北東約１６５キロの
日本の排他的経済水域（ＥＥＺ）で、
中国の海洋調査船「嘉庚」（カコウ）がロープのようなものを海中に垂らして航行しているのを海上保安庁の航空機が発見。
目的を確認したところ、「海水温度の調査にあたっている」と応答した。
海保は、海洋調査を実施していると判断し、無線で中止を求めたが、同船から応答はなかった。
