会談に続いて、李在明大統領とドラムの演奏をしました。
昨年APECでお会いした際に、ドラムをたたくのが夢だとおっしゃっていたので、サプライズで準備しました。
先日のゴールデングローブ賞授賞式で最優秀主題歌賞を受賞した「Golden」とBTSの「Dynamite」にあわせて演奏しました。
李在明大統領からは長年の夢だったドラム演奏ができてうれしいとおっしゃっていただきました。

When I met him at APEC last year, he said that it was his dream to play the drums, so I prepared a surprise for him.
We performed to “Golden,” which won Best Original Song at the recent Golden Globe Awards, and BTS’s “Dynamite.”

それでは、高市内閣総理大臣、お願いいたします。

はい、皆様こんにちは。まず、李在明大統領の訪日を心から歓迎いたします。とりわけ、前回の首脳会談で大統領から、ご希望が示されたここ奈良に、大統領を招きできたこと、とても嬉しく思っております。で、私の総理就任後、奈良に外国の首脳をお招きするのは大統領が初めてで、ございます。ま、これは私と大統領との間の友情と信頼関係を示すものでございます。で、ま、こうした関係を、土台としまして、本日の首脳会談では、大統領との間で幅広い、議題について、意義深い意見交換を行うことができました。

両国を取り巻く、戦略環境が厳しさを増す中、日韓関係、そして、日・韓・米、の連携の重要性はますます高まっています。大統領との間では、日韓関係の戦略的重要性について認識を共有し、両国が地域の安定に連携して役割を果たしていくべきとの点を確認しました。また日韓、日・韓・米の安全保障協力を、含む、戦略的な連携の重要性について認識することができました。ま、これはしっかりと議論いたしました。今後も緊密に、意思疎通をしてまいります。

国交正常化60周年であった昨年以来、大統領は日韓関係の重要性を一貫して示しておられます。そして昨年10月の私の訪韓から間を置かず、こうしてシャトル外交を実施できたこと歓迎いたします。大統領との間では、今後もシャトル外交を継続していくことで一致いたしました。私としては再び韓国を訪問できることを楽しみにしております。

本年も大統領と私のリーダーシップで日韓関係を大きく発展させるとともに、日・韓・米3か国の間でも、連携を力強く推進していきたいと考えております。また、日韓関係をバランスよく進めていくことについて、大統領と認識を共にしつつ、個別の協力案件につきましても重要な進展を見ることができました。

経済、経済安全保障の分野では、戦略的で互いに利益をもたらす協力を進めていくべく関係部局間で議論を進めていくことで一致しました。ま、その中で、大統領とはサプライチェーン協力について踏み込んだ議論を行いました。また、国境を越えた組織的詐欺は日韓共通の課題となっております。ま、今回、大統領との間では、こうした組織的詐欺への対応に関しても、ま、これまでの協力を加速するための文書、策定していくことで一致しました。

そして山口県宇部市の長生炭鉱にて発見されたご遺骨に関しては、DNA鑑定についての協力に向け、日韓間の調整が進展していることを歓迎いたします。

地域情勢に関してもじっくり議論をいたしました。ま、その上で現下の戦略環境の下、日韓間の緊密な連携を確認しました。核、ミサイル問題を含む北朝鮮への対応については、北朝鮮の完全な非核化に向け、日韓、日・韓・米で緊密に連携して対応していくことを改めて確認しました。また、拉致問題につきましては、即時解決に向け、大統領から力強い、ご支持をいただいていることに感謝を申し上げております。

ここ奈良は古くから韓国との深い繋がりを有してきました。ま、両国の交流の歴史、で、人と人との、繋がりの大切さに思いを馳せながら、明日は大統領を法隆寺にご案内したいと思っております。今回の大統領のご訪問を皮切りに、本年が日韓関係をさらなる高みに発展させる年となることを期待しております。私からは以上です。ありがとうございました。

Good afternoon, everyone. First of all, I would like to extend a heartfelt welcome to President Lee Jae Myung on his visit to Japan. I am particularly pleased to be able to invite the President to Nara, where he expressed his desire at our previous summit. Since I became Prime Minister, this is the first time the President has invited a foreign leader to Nara. This is a testament to the friendship and trust between the President and me. Building on this relationship, I was able to have a meaningful exchange of views with the President on a wide range of topics at today’s summit.

As the strategic environment surrounding our two countries becomes increasingly severe, Japan-ROK relations, as well as cooperation between Japan, the Republic of Korea, and the United States, are becoming increasingly important. President Trump and I shared the recognition of the strategic importance of Japan-ROK relations and confirmed that the two countries should work together to play a role in regional stability. We also recognized the importance of strategic cooperation, including Japan-ROK and Japan-ROK-U.S. security cooperation. This was a thorough discussion, and we will continue to communicate closely.

Since last year, which marked the 60th anniversary of the normalization of diplomatic relations, President Trump has consistently emphasized the importance of Japan-ROK relations. I welcome the opportunity to engage in shuttle diplomacy so soon after my visit to South Korea in October. President Trump and I agreed to continue shuttle diplomacy in the future. I look forward to visiting South Korea again.

This year, President Trump and I will continue to significantly advance Japan-ROK relations under his leadership, and we also intend to vigorously promote trilateral cooperation among Japan, South Korea, and the United States. Furthermore, President Trump and I share the recognition of advancing Japan-ROK relations in a balanced manner, and we have made significant progress on individual cooperative projects.

In the areas of economy and economic security, we agreed to advance discussions among relevant departments to promote strategic, mutually beneficial cooperation. In that context, I had an in-depth discussion with the President about supply chain cooperation. Furthermore, cross-border organized fraud is a common challenge for Japan and the ROK. During our discussion, the President and I agreed to develop a document to accelerate our current cooperation in addressing such organized fraud.

Furthermore, with regard to the remains discovered at the Chosei Coal Mine in Ube City, Yamaguchi Prefecture, I welcome the progress being made in coordinating between Japan and the ROK toward cooperation on DNA testing.

We also had a thorough discussion about the regional situation. Based on this, we confirmed close cooperation between Japan and the ROK in the current strategic environment. Regarding North Korea, including its nuclear and missile issues, we reaffirmed that Japan, the ROK, and the United States will work closely together toward the complete denuclearization of North Korea. Furthermore, I would like to express my gratitude to the President for his strong support for the immediate resolution of the abduction issue.

Nara has had deep ties with Korea since ancient times. Tomorrow, I would like to escort the President to Horyuji Temple, reflecting on the history of exchanges between our two countries and the importance of connections between people. I hope that this year, starting with the President’s visit, will be a year in which Japan-Korea relations will be further developed. That’s all from me. Thank you very much.

작년 10월, 다카이치 총리가 취임 직후에 대한민국 경주를 방문해 주셨습니다. 이번에는 제가 3개월 만에 한국 대통령으로는 처음으로 이 나라 지역을 방문했습니다.

경주와 나라는 모두 고대문화와 전통, 유구의 역사를 담은 고도이며 한일간의 교류와 협력의 역사를 상징하는 도시입니다. 그러니까 나와 타카이치 총리의 이 두 번 정상회담은 더욱 의미가 깊습니다.

먼 옛날, 이곳에서 우리 조상들은 서로 마음의 문을 열고, 기술과 문화를 나누고, 함께 손을 잡고 발전해 왔습니다. 이러한 교류와 협력의 전통은 오늘의 한일 양국 관계를 지지하는 중요한 자산이 되고 있습니다.

오늘날의 한일 양국은 단순한 교류를 넘어 가까운 이웃으로서 경제와 사회, 문화 전반에 걸쳐 서로의 생활과 미래를 폭넓게 공유하고 있습니다.

오늘 저는 1500여년 전에 이 나라에서 시작된 교류의 역사를 통해 옛 것을 배워 새로운 것을 알게 되는 ‘온고지신’의 지혜를 상기시켜 봅니다.

스캔범죄를 비롯한 초국가 범죄에 대해서도 양국이 공동대응을 강화하기로 했습니다. 우리 경찰청 주도로 발족한 국제공조협의체에 일본이 참가하기로 하고, 양국간의 공조를 제도적으로 뒷받침하기 위한 합의문도 채택하기로 했습니다. 제3국에서 한일 양국 국민의 안전보호를 강화하고 세계 각국의 위협이 되는 초국가 범죄의 해결에 양국이 공동으로 기여하게 될 것입니다.

양국 정상은 인적교류 1200만명 시대를 맞이해 미래세대 간의 상호이해 증진이 미래지향적인 한일관계의 근간이 된다는 인식을 공유했습니다. 이를 위해서는 청년세대 간의 교류를 양적·질적으로 확대하는 방안을 지속적으로 협의해 나가자고 제안하고, 특히 출입국의 간소화, 수학여행의 장려 등과 함께 현재 IT 분야에 한정되어 있는 기술자격의 상호인증을 다른 분야로 확대하는 방안 등을 제안했습니다.

양국은 또한 지역·글로벌의 현안에 대해 폭넓게 의견을 교환해, 급변하는 국제 정세 속에서, 역내의 평화와 안정을 위한 한일, 한·미·일 협력의 중요성에 대해서도 인식을 함께 했습니다. 저는 동아시아 지역의 한중일 3개국이 최대한의 공통점을 발견하고 함께 소통하고 협력해 나갈 필요가 있다는 점도 강조했습니다.

우리 경찰청 주도로 발족한 국제 공조 협의체에 일본이 참여하기로 하였고 양국 간 공조를 제도적으로 뒷받침하기 위한 합의문도 채택하기로 하였습니다.

제3국에서 한일 양국 국민의 안전 보호를 강화하고 세계 각국의 위협이 되는 초국가 범죄 해결에 양국이 공동 기여하게 될 것입니다.

양국 정상은 인적 교류 1,200만 명 시대를 맞아 미래 세대 간 상호 이해 증진이 미래지향적 한일 관계의 근간이 된다는 데 인식을 함께하였습니다.

이를 위해서는 청년 세대 간 교류의 양적, 질적 확대 방안을 지속 협의해 나가자고 제안하였고 특히 출입국 간소화, 수학여행 장려 등과 함께 현재 IT 분야에 한정되어 있는 기술 자격 상호 인정을 다른 분야로 확대하는 방안 등을 제안하였습니다.

さて、私たちの代表団を温かく迎えてくださった高一総理様そして日本国民の皆さんに深く感謝します。

昨年10月、高一首相が就任直後に大韓民国レースを訪問していただきました。

レースと国は共に古代文化と伝統、そして悠久な歴史を秘めた高度であり、日韓間の交流と協力の歴史を象徴する都市です。

だから私と高一首相のこの二度の首脳会談がさらに意味が深いです。

遠い昔、ここで私たちの先祖はお互い心の扉を開き、技術と文化を分け合い、一緒に手をつないで発展してきました。

このような交流と協力の伝統は今日、日韓両国関係を支える大切な資産となっています。

今日、韓日両国は、単純な交流を越えて近い隣人として、経済と社会、文化全体にわたってお互いの生活と未来を幅広く共有しています。

今日、私は1,500年以上前にここの国で始まった交流の歴史を通して、古いことを身につけ、新しいことを知っているという温故知神の知恵を思い出してみます。

今日、国際情勢と通常の秩序は、類例なく揺れ動いており、人工知能をはじめとする技術革新は、私たちの生活と未来を根本的に変えています。

このような文明史的転換期の中で、韓国韓日両国が協力の深さを増してその範囲を広げていくことは、もはや延期できない時代的課題です。

今日の首脳会談で、私と高一首相はこれまで両国が定着してきたシャトル外交の土台の上で両国間の未来志向的な協力を持続するための実質的な案について幅広く議論しました。

まず、経済分野では両国が貿易中心の協力を越え、経済安全保障と科学技術、そして国際規範を共に作っていくためのより包括的な協力が必要であることに共感しました。

これらの協力策を模索するために、関係当局間の議論を開始することにしました。

また、人工知能、知的財産保護などの分野で両国間の協力をさらに深化させるための実務協議を続けていくことにしました。

次に、両国国民が体感できる社会協力分野についても深く議論しました。

両国は昨年発足した韓日共同社会問題協議体を通じて、低出生と高齢化、国土バランス成長、農業と防除、自殺予防分野の社会問題に対する共同対応方案を議論してきた点を高く評価し、今後も地方成長など共通に直面した課題解決のための具体的かつ実質的な成果を導き出していく。

スカム犯罪をはじめとする超国家犯罪に対しても両国が共同対応を強化することにしました。

韓国警察庁主導で発足した国際空調協議体に日本が参加することとし、両国間の空調を制度的に裏付けるための合意文も採択することにしました。

第3国で韓日両国国民の安全保護を強化し、世界各国の脅威となる超国家犯罪解決に両国が共同寄与することになります。

両国首脳は人的交流1,200万人時代を迎え、未来世代間の相互理解の増進が未来志向的な日韓関係の根幹になるという認識を共にしました。

このためには、青年世代間交流の量的、質的拡大方案を持続協議していこうと提案し、特に出入国の簡素化、修学旅行奨励などとともに現在IT分野に限られている技術資格相互認定を他の分野に拡大する方案などを提案しました。

両国はまた、地域のグローバル懸案について幅広く意見を交換し、急変する国際情勢の中で、域内平和と安定のための韓日、韓米日協力の重要性についても認識を共にしました。

私は北東アジア地域の韓中日三国ができるだけ共通点を見つけて一緒にコミュニケーションして協力していく必要があるという点も強調しました。

両国は朝鮮半島の完全な非核化と恒久的平和構築への意志を再確認し、対北朝鮮政策において緊密な共助を続けることにしました。

去る1942年、日本の宇部市城成炭鉱で183人の韓国人と日本人が水没死亡した事故があり、80年余りが昨年8月に初めて有害が発掘されたことがあります。

両国は東有害の身元確認のためのDNA感情を推進することとし、具体的な事項については当局間の実務的協議を進めることにしました。

今回の会談をきっかけに、過去史問題で小さいながらも意味のある進展を遂げることができ、本当に大切に思います。

尊敬する首相の特別な関心に感謝します。

今日の日韓首脳会談が示すように、新しい韓年病五年は過去60年の日韓関係を振り返り、新しい60年を準備する出発点になるでしょう。

私と高一首相が率直な対話を通じてお互いをより深く理解し、一歩近づいたように、今年が韓日両国が、そして韓日両国民がさらに密度の高い交流と協力を通じて真により近づき、一緒に未来に向かって力強く進む新しい60年の元年になることを心から

そして再び格別に破格的なおもてなしをしてくださり、日韓関係改善のために全身を投げるように特別な配慮をしてくださった首相に深い感謝の言葉を差し上げます。

Now, I would like to express my deepest gratitude to Prime Minister Takaichi and the people of Japan for their warm welcome to our delegation.

Last October, Prime Minister Takaichi visited Gyeongju, South Korea, immediately after taking office. This time, just three months later, I am the first Korean president to visit this region.

Gyeongju and Nara are both ancient capitals, steeped in ancient culture, tradition, and history, and they symbolize the history of exchange and cooperation between Korea and Japan.

That is why these two summits between Prime Minister Takaichi and I are all the more meaningful.

Long ago, our ancestors opened their hearts to each other here, sharing technology and culture, and working hand in hand to develop together.

This tradition of exchange and cooperation remains a valuable asset that sustains today’s Korea-Japan relations.

Today, Korea and Japan go beyond mere exchanges and, as close neighbors, broadly share each other’s lives and futures across the economy, society, and culture.

Today, I reflect on the wisdom of learning from the past to understand the new, reflecting on the history of exchange that began in this country over 1,500 years ago.

Today, the international political landscape and trade order are experiencing unprecedented turmoil, and technological innovations, including artificial intelligence, are fundamentally transforming our lives and future.

Amidst this pivotal turning point in civilization, deepening and broadening the scope of cooperation between our two countries is an urgent task that can no longer be postponed.

At today’s summit, Prime Minister Takaichi and I discussed extensively practical measures to continue future-oriented cooperation between our two countries, building on the foundation of shuttle diplomacy that our two countries have established.

First, in the economic realm, we agreed that our two countries need more comprehensive cooperation beyond trade-centered cooperation, focusing on economic security, science and technology, and jointly developing international norms.

We agreed to initiate discussions between relevant authorities to explore these cooperation measures.

We also agreed to continue working-level consultations to further deepen cooperation between our two countries in areas such as artificial intelligence and intellectual property protection.

Next, they held in-depth discussions on areas of social cooperation that the people of both countries can truly appreciate.

The two countries highly valued the joint social issues discussed through the Korea-Japan Joint Social Issues Council launched last year, including joint responses to low birth rates and aging populations, balanced national growth, agriculture and pest control, and suicide prevention. They agreed to continue to produce concrete and tangible results to address common challenges, such as regional growth.

The two countries also agreed to strengthen their joint response to transnational crimes, including scams.

Japan agreed to participate in the International Cooperation Council launched under the leadership of the Korean National Police Agency and to adopt an agreement to institutionally support bilateral cooperation.

This will strengthen the safety of Korean and Japanese citizens in third countries and jointly contribute to addressing transnational crimes that pose a global threat.

The two leaders shared the view that, with the current era of 12 million people interacting with each other, enhancing mutual understanding between future generations will serve as the foundation for future-oriented Korea-Japan relations.

To this end, we proposed continuing discussions on ways to expand exchanges between young generations, both quantitatively and qualitatively. Specifically, we proposed streamlining immigration procedures, encouraging school trips, and expanding the mutual recognition of technical qualifications, currently limited to the IT sector, to other fields.

The two countries also exchanged broad views on regional and global issues and shared a common understanding of the importance of cooperation between South Korea, Japan, and the United States for regional peace and stability amidst the rapidly changing international situation.

I also emphasized the need for South Korea, China, and Japan in Northeast Asia to find common ground as much as possible and to communicate and cooperate.

The two countries reaffirmed their commitment to the complete denuclearization of the Korean Peninsula and the establishment of lasting peace, and agreed to continue close cooperation on North Korea policy.

In 1942, 183 Koreans and Japanese drowned in the Josei Coal Mine in Ube City, Japan. It was not until August of last year, more than 80 years later, that the remains were first excavated.

The two countries agreed to pursue DNA testing to identify the remains and to hold working-level consultations between authorities on specific details.

I am deeply grateful that this meeting has enabled us to make small but meaningful progress on historical issues.

I appreciate your special attention, Mr. Prime Minister.

As today’s Korea-Japan summit demonstrates, the new year of Byung-o will serve as a starting point for reflecting on the past 60 years of Korea-Japan relations and preparing for the next 60 years.

Just as Prime Minister Takaichi and I have deepened our mutual understanding and grown closer through sincere dialogue, I sincerely hope that this year will be the first year of a new 60 years in which Korea, Japan, and the two peoples of Korea and Japan will truly grow closer through even more in-depth exchanges and cooperation, and we will move forward together toward the future.

And once again, I would like to express my deepest gratitude to the Prime Minister for his exceptional hospitality and for his extraordinary consideration, dedicating himself to improving Korea-Japan relations.
