今日は夕方に東京に戻り、英国のキア・スターマー首相 @Keir_Starmerと首脳会談を行いました。
昨年１１月のＧ２０で初めて会談し、「キア」「サナエ」とファーストネームで呼び合う関係を築いたところですが、それから間を空けず日本にお迎えでき、大変嬉しく思います。
日本と英国は、「強化されたグローバルな戦略的パートナー」であり、重要な同志国です。
今回、キアとの間では、日英間のこれまでの協力の歩みを踏まえ、両国の協力を更なる高みに引き上げることを確認しました。
今後、安全保障、貿易産業、サイバー、宇宙、経済、産業戦略、経済安全保障、エネルギー安全保障、科学技術等の重点分野における協力の更なる発展に向け、両国間での議論を加速させてまいります。
公邸での夕食会では、国際社会の諸課題についてもじっくり議論し、協力を一層強化していくことを確認しました。
今回、キアから、英首相公式別荘「チェッカーズ」へのご招待を受けました。
かつて安倍元総理も訪れ、近年の日英関係の礎となる議論が重ねられてきた、歴史ある特別な場所にお招きいただいたことを、大変光栄に思います。
今後訪英し、キアと再会できることを心から楽しみにしています。
今後とも、複雑な危機に直面する２１世紀の国際社会において日英の新時代を築いていくため、キアとますます緊密に協力していきたいと思います。

選挙期間中に行われた日英首脳会談。防衛大臣の私としてはその成果、特に次期戦闘機の共同開発の加速と防衛・外務閣僚会合の開催で一致したことと、インド太平洋と欧州・大西洋の安全保障は一体不可分だという認識を首脳間で共有したことは意味があると思っています。
選挙期間中であっても高市総理はイギリスと首脳会談、私は韓国と防衛大臣会談を開催するなど、安全保障はいかなる時も空白を許しません。危機管理を万全にしてまいります。

英国の首相官邸では、以前から猫の「ラリー」が「ネズミ捕獲長」を務めているそうですが、キアは猫がお好きで、他にも２匹の猫を飼っておられるとのこと。

高市総理：はい。えー、キア・スターマー英国首相の来日を、日本政府及び国民を代表して、心から歓迎をいたします。先ほどの会談では、キアとの間で日英関係の一層の進化に向けて、忌憚のない意見交換を行うことができました。
日本と英国は、強化されたグローバルな戦略的パートナーでございます。両国は重要な同志国として、安全保障面ではグローバル戦闘航空プログラム、いわゆるGCAPや、昨年の英国の空母打撃群の日本寄港の取り組みを行っています。

高市総理：えー、諸般の事情が許すタイミングで訪英しまして、日英間の協力を大きく前進させます。今回のキアの訪日の機会を、捉えて、先ほど意見を交わした分野・成果をいくつか紹介します。
まず安全保障の分野では、サイバー安全保障での日英の協力を戦略的に進めていくことで一致しました。次期戦闘機につきましても、共同開発の進展を加速していきます。また、外務・防衛閣僚会合「2プラス2」を、今年中に開催することで一致しました。
安全保障上極めて重要なパートナーである英国との同分野での協力を不断にアップデート、アップグレードしていきたいと考えております。
次に経済、そして経済安全保障の分野でございます。産業戦略パートナーシップの下、覚え書きを作成した風力発電、量子、フュージョンエネルギーの分野で産業協力を拡大していきます。
で、経済安全保障パートナーシップの文脈では、重要鉱物の輸出規制への国際社会の懸念が高まる中、重要鉱物を含むサプライチェーン強靭化のために、同志国全体で連携していくことが急務であるということで一致しました。今、やるべきことを日英で力強く推進してまいります。
また、本年は日英包括的経済連携協定の締結から5周年を迎えます。で、この5年間で両国間の貿易・投資は約1.5倍に増えました。ま、この協定が大きく貢献したものと考えております。
で、科学技術も有望な協力分野です。日英科学技術合同委員会の3年ぶりの開催のほか、今回、両国が知見を有する宇宙分野について、新たな宇宙協議の立ち上げに一致をいたしました。
で、また昨年覚え書きを結びました量子分野や、洋上風力、原子力など、デ、このエネルギー、脱炭素分野での連携も強化しつつ、デジタルパートナーシップに基づきBeyond 5G、6Gに関する共同研究を推進してまいります。
えー、この後は夕食を挟みながら、ほちゅう、あの、訪中されてこられたばかりのキアと、「自由で開かれたインド太平洋」の実現に向けた協力や、ま、中東情勢、ウクライナ情勢などについて議論をいたします。

PRIME MINISTER TAKichi: Yes. On behalf of the Japanese government and people, I would like to extend a heartfelt welcome to British Prime Minister Keir Starmer on his visit to Japan. During our meeting earlier, Keir and I were able to have a frank exchange of views toward further advancing Japan-UK relations.
Japan and the UK are strengthened global strategic partners. As important allies, our two countries are working together on security initiatives, such as the Global Combat Air Programme (GCAP) and last year’s port call by a British aircraft carrier strike group in Japan.
On the economic front, we have made steady and concrete progress in our cooperation, including collaboration on the CPTPP and cooperation on economic security through the economic version of the “2+2” framework. Building on these advances in cooperation, we agreed to elevate Japan-UK cooperation to even greater heights and further evolve our bilateral cooperation in the coming era.
Kier also invited me to Chequers, the official summer residence of the British Prime Minister. Thank you.

Prime Minister Takaichi: Well, I will visit the UK when circumstances permit and will significantly advance Japan-UK cooperation. Taking advantage of Keir’s visit to Japan, I would like to introduce some of the areas and results we discussed earlier.
First, in the area of security, we agreed to strategically advance Japan-UK cooperation in cybersecurity. We will also accelerate progress on joint development of next-generation fighter jets. We also agreed to hold a “2+2” Foreign and Defense Ministerial Meeting this year.
We intend to continuously update and upgrade our cooperation in this area with the UK, an extremely important partner in terms of security.
Next, I would like to talk about the economy and economic security. Under our Industrial Strategic Partnership, we will expand industrial cooperation in the areas of wind power, quantum, and fusion energy, for which we have drawn up memorandums of understanding.
In the context of the Economic and Security Partnership, we agreed that amid growing international concern over export restrictions on critical minerals, it is urgent for like-minded countries to work together to strengthen supply chains, including critical minerals. Japan and the UK will vigorously promote the tasks that must be performed now.
This year also marks the fifth anniversary of the signing of the Japan-UK Comprehensive Economic Partnership Agreement. Over the past five years, trade and investment between our two countries has increased by approximately 1.5 times, and I believe this agreement has made a significant contribution to this.
Science and technology is also a promising area of cooperation. In addition to convening the Japan-UK Joint Committee on Science and Technology for the first time in three years, we agreed to launch a new space consultation to address space, an area in which both countries have expertise.
We will also strengthen our collaboration in the energy and decarbonization fields, including quantum, offshore wind, and nuclear power, on which we concluded a memorandum last year, while promoting joint research on Beyond 5G and 6G based on our digital partnership.
After this, over dinner, I’ll be discussing cooperation toward realizing a free and open Indo-Pacific, as well as the situation in the Middle East and Ukraine, with Keir, who has just returned from his visit to China. I look forward to working even more closely with Keir to build a new era for Japan-UK relations in the 21st century, a time of complex crises facing the international community. Thank you, Keir.

Nel contesto del Partenariato Economico e di Sicurezza, abbiamo concordato che, in un contesto di crescente preoccupazione internazionale per le restrizioni all’esportazione di minerali essenziali, è urgente che i Paesi che condividono gli stessi ideali collaborino per rafforzare le catene di approvvigionamento, compresi i minerali essenziali. Giappone e Regno Unito promuoveranno con vigore i compiti che devono essere svolti ora.
Quest’anno ricorre anche il quinto anniversario della firma dell’Accordo di Partenariato Economico Globale Giappone-Regno Unito. Negli ultimi cinque anni, il commercio e gli investimenti tra i nostri due Paesi sono aumentati di circa 1,5 volte e credo che questo accordo abbia contribuito in modo significativo a questo risultato.
Anche la scienza e la tecnologia rappresentano un promettente ambito di cooperazione. Oltre a convocare per la prima volta in tre anni il Comitato Congiunto Giappone-Regno Unito per la Scienza e la Tecnologia, abbiamo concordato di avviare una nuova consultazione spaziale per affrontare il tema dello spazio, un settore in cui entrambi i Paesi vantano competenze specifiche.
Rafforzeremo inoltre la nostra collaborazione nei settori dell’energia e della decarbonizzazione, tra cui l’energia quantistica, l’eolico offshore e l’energia nucleare, su cui abbiamo concluso un memorandum lo scorso anno, promuovendo al contempo la ricerca congiunta su “Beyond 5G e 6G” basata sulla nostra partnership digitale.

Thank you, Sanai, and thank you in particular for the very warm welcome that you have given us here. My visit here today comes at a time when geopolitical, economic, and technological shocks are literally shaking the world. And that matters deeply to the British people because these international events increasingly come crashing into our daily lives. When war overseas drives up fuel prices at home, it’s families that feel it first. When supply chains fracture, it’s small businesses and working people who absorb the shock. And when instability rises, it’s the vulnerable who are the most exposed.
So our response together must be one of strength and clarity: deepening our resilience, our powers, and our alliances to better serve our people. The Prime Minister and I share this perspective, and that’s why I’m here today. Together, we are the leading economies in the CPTPP, allies in the G7 and G20, and partners in the coalition of the willing. Japan is the United Kingdom’s largest inward investor outside of the US and Europe, sustaining 150,000 British jobs.
Now, I remember the state banquet that His Majesty the King held for His Majesty the Emperor at Buckingham Palace in 2024. And His Majesty the King said then that our two nations are “friends like no other.” And I’m proud to say that this relationship is the strongest now that it has been in decades. And the Prime Minister and I had an excellent meeting today. We’ve set out some clear priorities to build an even deeper partnership in the years to come.
That includes working together to strengthen our collective security across the Euro-Atlantic and the Indo-Pacific. I thank the Prime Minister for her steadfast leadership in supporting Ukraine. And we discussed deepening our industrial and technological collaboration, building on our GCAP partnership, on which we place great value. Our priorities for this partnership include boosting growth and economic resilience.
I want to highlight three points.
First, technology and innovation. We have shared strengths here, and so we’re identifying frontier tech challenges to work on together, increasing our collaboration on science and research across quantum, AI, and advanced connectivity; finding new opportunities to work together on space; and launching today a new cyber strategic partnership to improve our cyber security and protect our economies.
Second, we’re going to do more together on energy and resilience. Japan is a major investor in British renewables. And again, we see real potential to go further, to accelerate deployment for newer innovations in offshore wind, and collaborate further on nuclear and fusion energy as well. On that basis, today we are firing the starting pistol on work to build an even stronger clean energy partnership, one that boosts energy security and sovereignty, increases competitiveness, and leverages our respective strengths in tech, financing, and manufacturing.
Third, we are both proud trading nations. So we have a clear interest in maintaining free and predictable trade, and a free and open Indo-Pacific to ensure our businesses can thrive in a turbulent world. So we’re going to work together to support the institutions which help to provide the stability and predictability that our countries need to flourish. That includes expanding the CPTPP and deepening its cooperation with the EU. And it includes building more diversified supply chains in key areas such as critical minerals.
Ultimately, this is how we will make our economies more resilient and how we will deliver economic prosperity and security for our people. So I want to thank Sanai for hosting us here today. I look forward to our dinner in a moment and to the meeting that I hope we will have in Chequers. We share vital interests and principles. But more than that, we share an ambition for this partnership which can deliver real benefits for both nations. Grazie, Sanai, e grazie in particolare per il caloroso benvenuto che ci ha riservato. La mia visita oggi avviene in un momento in cui shock geopolitici, economici e tecnologici stanno letteralmente scuotendo il mondo. E questo è profondamente importante per il popolo britannico, perché questi eventi internazionali si infrangono sempre più sulla nostra vita quotidiana. Quando una guerra all’estero fa aumentare i prezzi del carburante in patria, sono le famiglie a risentirne per prime. Quando le catene di approvvigionamento si incrinano, sono le piccole imprese e i lavoratori ad assorbire lo shock. E quando l’instabilità aumenta, sono i più vulnerabili ad essere maggiormente esposti.
Quindi la nostra risposta comune deve essere forte e chiara: rafforzare la nostra resilienza, i nostri poteri e le nostre alleanze per servire meglio i nostri cittadini. Il Primo Ministro e io condividiamo questa prospettiva, ed è per questo che sono qui oggi. Insieme, siamo le principali economie del CPTPP, alleati nel G7 e nel G20 e partner nella coalizione dei volenterosi. Il Giappone è il maggiore investitore interno del Regno Unito al di fuori degli Stati Uniti e dell’Europa, con 150.000 posti di lavoro britannici.
Ora, ricordo il banchetto di stato che Sua Maestà il Re tenne per Sua Maestà l’Imperatore a Buckingham Palace nel 2024. E ancora una volta, vediamo un reale potenziale per andare oltre, per accelerare l’implementazione di nuove innovazioni nell’eolico offshore e per collaborare ulteriormente anche sull’energia nucleare e da fusione. Su questa base, oggi diamo il via ai lavori per costruire una partnership per l’energia pulita ancora più forte, che rafforzi la sicurezza e la sovranità energetica, aumenti la competitività e sfrutti i nostri rispettivi punti di forza in ambito tecnologico, finanziario e manifatturiero.
In terzo luogo, siamo entrambe fiere nazioni commerciali. Abbiamo quindi un chiaro interesse a mantenere un commercio libero e prevedibile e un Indo-Pacifico libero e aperto per garantire che le nostre imprese possano prosperare in un mondo turbolento. Lavoreremo quindi insieme per sostenere le istituzioni che contribuiscono a garantire la stabilità e la prevedibilità di cui i nostri Paesi hanno bisogno per prosperare. Ciò include l’espansione del CPTPP e l’approfondimento della sua cooperazione con l’UE. E include la creazione di catene di approvvigionamento più diversificate in settori chiave come quello dei minerali essenziali.
In definitiva, è così che renderemo le nostre economie più resilienti e garantiremo prosperità economica e sicurezza ai nostri cittadini. Desidero quindi ringraziare Sanai per averci ospitato qui oggi. Non vedo l’ora di cenare tra poco e di partecipare all’incontro che spero avremo a Chequers. Condividiamo interessi e principi vitali. We don’t need a media that only stirs up trouble and does nothing! I held a summit meeting with UK Prime Minister Keir Starmer.

This evening, I returned to Tokyo and held a summit meeting with UK Prime Minister Keir Starmer @Keir_Starmer.
We met for the first time at the G20 last November and have built a relationship where we call each other by our first names, "Keir" and "Sanae." I am very pleased to welcome him to Japan so soon after.
Japan and the UK are "strengthened global strategic partners" and important like-minded nations.
During this meeting, Keir and I confirmed that, building on the progress of our cooperation to date, we will elevate our bilateral cooperation to even greater heights.
Going forward, we will accelerate discussions between our two countries to further develop cooperation in priority areas such as security, trade and industry, cyberspace, space, economy, industrial strategy, economic security, energy security, and science and technology.
During dinner at the Official Residence, we also had an in-depth discussion on various international issues and confirmed our commitment to further strengthening our cooperation. Keira has invited me to Chequers, the official country home of the British Prime Minister.
I am truly honored to be invited to this historic and special place, which was once visited by former Prime Minister Abe and where discussions that formed the foundation of Japan-UK relations in recent years have taken place.
I look forward to meeting Keira again when I visit the UK in the future.
I look forward to continuing to work even more closely with Keira to build a new era for Japan-UK relations in the 21st century international community, which faces complex crises.

On January 31st, Tokyo Metropolitan Government Building will be lit up in colors inspired by the British flag to welcome British Prime Minister Starmer to Japan.

Apparently, the cat Larry has served as Chief Mouser at the British Prime Minister’s residence for some time, but Kia loves cats and has two other cats as pets.
I have gifted Kia an assortment of Japanese cat goods.
I hope that she will feel closer to Japan while spending time with her beloved cats

今晚，我返回東京，與英國首相基爾·斯塔默（@Keir_Starmer）舉行了峰會。

我們去年11月在G20峰會上首次會面，並建立了彼此直呼其名的關係，我們稱呼對方為「基爾」和「早苗」。我非常高興在峰會後不久就歡迎他訪問日本。

日本和英國是“加強的全球戰略夥伴”，也是志同道合的重要國家。

1月31日，東京都政府大樓將亮起以英國國旗為靈感的燈光，以歡迎英國首相史塔默訪問日本。

據說，拉里這隻貓在英國首相官邸擔任首席捕鼠官已經有一段時間了，但琪亞很喜歡貓，她自己也養了兩隻貓。

我送給琪亞一些日本貓咪用品。
