日本では、雪合戦禁止法　などと勝手に愚形化するのでよく調べてみると

石や雪玉といった飛び道具の投てきを禁止の条例

時代錯誤だとか言われるが、その時代のもめごとのに対して
条例は作られるし、それで安心を得る目的だったかもしれない。
一概に批判することなく、目的が具体化して、自分たちの手で議論を重ね
今まで、違反することなく、議論で勝ち得たこと
それが何より尊敬し、見習える事だと考えると素晴らし事ですね。
