本日は、「北方領土返還要求全国大会」に出席し、挨拶をさせていただきました。
この大会は、政府と元島民の皆様、返還運動団体などの皆様が一堂に会し、北方領土の返還運動の発展を願うとともに、早期返還を求める固い決意を内外に表明するものとして、昭和５６年以来、毎年「北方領土の日」（２月７日）に開催されています。
戦後８０年が経過した今もなお、ロシアとの間で「北方領土問題」が解決されず、平和条約が締結されていないことは大変悔しい思いであり、この状況を重く受け止めています。
かつて私が北方担当大臣の時に、納沙布岬から北方領土を視察しました。
元島民の皆様をはじめ関係者の方々から、生まれ故郷を追われたご苦労や北方領土返還を望む切実な願いを直接伺い、北方領土隣接地域が置かれた厳しい状況も目の当たりにしました。
昨年１２月１日には、北海道及び北方領土隣接地域の自治体の皆様から、北方墓参の早期再開などのご要望もいただいています。
ご高齢となられた元島民の皆様の切実なお気持ちを考えれば、北方墓参の再開は人道的な問題であり、日露関係の最優先事項の一つです。
現在の日露関係は、ロシアによるウクライナ侵略を受け、厳しい状況にありますが、北方四島の帰属の問題を解決し、平和条約を締結する政府の方針に変わりはなく、政府として粘り強く、ロシア側と意思疎通を図ってまいります。
また、国全体で一丸となって取り組むことが不可欠であり、国民の皆様の力強い御支援を賜りますよう、改めてお願い申し上げます。

Today, I attended and gave a speech at the National Convention for the Return of the Northern Territories.
This convention has been held annually since 1981 on Northern Territories Day (February 7th), bringing together the government, former island residents, and reversion movement organizations to express our hopes for the development of the movement for the return of the Northern Territories and to express our firm determination to demand their early return both at home and abroad.
It is deeply regrettable that, 80 years after the end of the war, the Northern Territories issue has still not been resolved and a peace treaty has not been concluded with Russia, and I take this situation very seriously.
When I was Minister for Northern Territories Affairs, I visited the Northern Territories from Cape Nosappu.
I heard directly from former island residents and other relevant parties about the hardships they endured in being forced to leave their hometowns and their earnest desire for the return of the Northern Territories, and I also witnessed the difficult situation facing the areas adjacent to the Northern Territories.
On December 1st of last year, we received requests from local governments in Hokkaido and areas adjacent to the Northern Territories for the early resumption of grave visits in the north.
Considering the earnest feelings of the elderly former island residents, the resumption of grave visits in the north is a humanitarian issue and one of the top priorities for Japan-Russia relations.
Japan-Russia relations are currently in a difficult situation following Russia’s invasion of Ukraine, but the government’s policy of resolving the issue of the sovereignty of the four Northern Islands and concluding a peace treaty remains unchanged, and the government will continue to persistently seek communication with the Russian side.
Furthermore, it is essential that the entire nation work together as one, so we once again ask for the strong support of the people of Japan

今天，我出席了全國歸還北方領土大會並發表了演講。
自1981年以來，該大會每年在北方領土日（2月7日）舉行，匯聚了政府、前島嶼居民和歸還運動組織，共同表達我們對北方領土歸還運動發展的期望，並表達我們堅定不移地要求北方領土早日歸還的決心，無論在國內還是國外。
令人深感遺憾的是，戰爭結束80年後，北方領土問題仍未解決，也未與俄羅斯締結和平條約，對此我高度重視。
我擔任北方領土事務部長時，曾從諾薩普角訪問北方領土。
我直接聽取了原始島嶼居民和其他相關人士的敘述，了解他們被迫離開家鄉所遭受的苦難以及他們對北方四島回歸的強烈願望，也親眼目睹了北方四島週邊地區面臨的困境。
去年12月1日，我們收到北海道及北方四島週邊地區地方政府的請求，希望能儘早恢復北部地區的墓園祭掃活動。
考慮到原島嶼居民的真誠情感，恢復北方地區的墓地祭掃活動是一項人道主義問題，也是日俄關係中的重中之重。
目前，由於俄羅斯入侵烏克蘭，日俄關係處於緊張狀態，但日本政府解決北方四島主權問題並締結和平條約的政策不變，並將繼續堅持不懈地與俄方溝通。
此外，全國上下團結一致至關重要，因此我們再次請求日本人民的大力支持
